Data acquisition and signal processing software

I am looking for someone to develop a data acquisition and signal processing software that will run on a Windows platform. The hardware specifications will be provided by me, and the software must be able to process sensor data. The freelancer should have experience in creating software using the specified hardware and platform for signal processing of sensor data.
