Computer health check software

Hi,
I'm looking to develop software with this features:
- check for computer blue screens
- check for computer HDD issues
- all issues has to be reported to external API (with secure connection)
- ready to install on latest windows systems (server and personal PC)
- has icon in taskbar where you can stop / start service
For now I need to develop proof of concept. Looking for quick and simple solutions.
