Building Audit App/Software/App

I’d like to develop a data-gathering app/software that will work on IOS and Android, on smartphone and laptop.
The app/software will be used for building inspections and building audits. It will load questions about the building and equipment in the building (Structure, Lighting, Electrical, HVAC, Plumbing, etc.), it will have data-gathering questions about the building and equipment, with dropdown menus for various options. Technician will visit the building with his smartphone, take photos with smartphone, gather technical data for building and equipment with smartphone via app, take notes and comments on smartphone via app, asks questions about building/equipment during interviews with smartphone via app, etc.
Technician goes back to office, loads all gathered data, photos, comments, information, documents, etc. from smartphone via app onto software in laptop; building data is also loaded onto spreadsheets to generate pre-loaded calculations.
