.mp3 Batch Tag Editor

i am looking to develop a simple, specified mp3 tag editor to expedite my personal workflow.
changing multiple files tags based on inputted parameters.
for example, (if Artist = "The Beatles", change to "Foo Fighters")
if BPM = 70, change to 140.
This program would need a very simple GUI for
- selecting/showing the files/their tag.
- A method area for determining what each Tag should be replaced by.
- a dropdown menu for saving/selecting method presets.
