I want a good developer who will develop a good application for my organisation -- 2

I have two current projects we are determining to start working on, the project is on preliminary stage no single code is written, everything will be from scratch, but the work is 100% based on our specification and the ownership of the work is solemnly own by us we just hired and be develop but we maintain the right on the project.
