I need a documentation for a project idea

before doing an web idea, i prefer to have full documentation to this web idea, and that would be a software engineering work, I will provide the idea to those who do the documentation then they will upgrade this idea with their own thoughts, I will provide an example of how to do everything, table of content and everything, the pages will be minimum 150 pages .
