I need a coder to assist me in building a prototype for an app.

The app will be a social/interactive/informative software and needs to be most accessible on a phone rather than a website. I am looking for someone who can write code, construct visual and interactive software and can listen to exactly what is required. For more information I would need to interact directly with the person.
