make software to send receive images fast like teamviewer 1

i already tried chatgpt and it didn't work on public IPs( Dim stream As NetworkStream = client.GetStream()) . it worked only on the same computer or LAN. ask a friend to test with his PC if you need to have 2 different IPs. i will ask you to do a video to show proof it works. it should be able to do 30frames per second at a ping lag of 250ms between server and client. preferably test the code first between 2 computers with different public IPs before bidding. if you tested then write "i tested" as the first words in your bid , if you didn't, write "car". in order for any payment to be made, it must work on any computer, including mine. the OS will be only windows. an exe file will be the sender.exe and client side will be client.exe . it will send the desktop images to the client, just like teamviewer. i already did this using sql , it worked well in general but the connection wasn't stable, so i am looking to do have it done by you in a different language.
