I'm looking to create email list cleaner app with SAAS platform

Recently I posted this project and unfortunately, I didn't find the right one to work on this project. I'm posting it again hopefully we can find the right candidate who will be able to develop everything from scratch.
I want to create an email list cleaner service like Neverbounce or Debounce.io

This app will take the email lists uploaded by the users to clean them and remove all invalid emails inside the list and give them only the valid lists to use for email marketing.
