automatically run .exe portable when starting windows and every hour

I have a small .exe portable software of 86kb, I would like it to run when Windows starts and then run every 1 hour, it must be run in admin mode, and the UAC message cannot appear, it must be run completely in backend, without showing anything on the desktop for the user... I don't want a solution through the task scheduler, via the task scheduler I know how to do it, I've used it on it and it fails a lot
