Zoom third party application

I need an application that works within Zoom, like polls but for voting.
- I must be able to select which participants can vote
- each participant can only vote once
- It needs to support selecting up to a total number from a list. e.g. vote for the new board members. A list of 7 nominated new board members are listed. The person voting can only vote for 5. The system must allow any number up to five.
- I need to set any number of groups to vote on. e.g. Board , Credit Committee, etc. Each group I can enter any number of nominees and set the total number that can be voted on
- I need to be able to set multiple items like the above to vote on. Each needs to be launched separately. like launch the vote for Board. Then launch the vote for Credit Committee.
- I need to show the results on screen
- if possible I need to be able to download the results from voting before ending the meeting
- needs to work with Zoom desktop, web client and mobile app

Please give cost and time to develop. We will provide the zoom account for development and testing.
