Windows Utility Tool Development - CLI Based

I need a seasoned software engineer to design and build a technical utility tool for Windows OS. This utility tool should primarily focus on data processing, with capabilities in user authentication and file management.
The data would be exchanged from controller device to laptop for analysis and troubleshooting

Key Requirements:
- Data Processing: The software should be able to handle a variety of data processing tasks including data transformation, data analysis and data visualization.
- User Authentication: A secure user authentication system is vital for this tool.
- File Management: The tool should have the ability to manage files effectively.

Design:
- The utility tool should have a Command-Line Interface (CLI). I prefer this over a Graphical User Interface (GUI) or Web-based interface.

Ideal Skills and Experience:
