WiFi Detection & Alarm System Development

I am looking for a professional with expertise in WiFi networking, hardware selection, and software development to help me build a system that will detect nearby WiFi clients (both associated and unassociated devices) and trigger an alarm when a new device is detected.
Requirements:
Hardware Selection:
Identify a device (router, access point, or specialized hardware) that can scan for WiFi clients (associated and unassociated).
The device should have a digital output (alarm out) or another method to trigger an external alarm.
Preferably, the hardware should support monitor mode to detect probe requests.
Software Development:
Write a program that continuously scans for new WiFi clients (devices that appear in range).
The software should log detected devices and trigger an alarm output when a new device appears.
Ideally, the program should run on a low-power embedded device (e.g., Raspberry Pi, OpenWRT router, or another IoT solution).
Optionally, a web-based or command-line interface to configure detection settings and view logs.
Additional Features (Optional):
Web-based dashboard to monitor detected devices.
Integration with MQTT, SMS, or Email alerts.
Filtering options to ignore known devices.
Ideal Candidate:
Experience with WiFi packet analysis (e.g., monitor mode, probe requests).
Knowledge of embedded systems or router firmware like OpenWRT.
Ability to program in Python, C, or another relevant language.
Familiarity with hardware that includes GPIO, relay outputs, or digital alarms.
Deliverables:
A detailed recommendation of suitable hardware.
Working software that runs on the selected hardware and triggers an alarm.
Documentation on setup, configuration, and usage.
