Telegram Shilling Bot Development

I'm looking for a skilled developer to create two Telegram bots for me. The first bot will be a shilling bot, used for promoting in groups and via direct messages to users within those groups.
Key Features for the Shilling Bot:
- Capability to shill in groups
- Join multiple groups
- Ability to send direct messages to users
- Frequency control: I should be able to select the frequency of messages, for example, sending a post every minute to a chosen set of groups
The second bot will be responsible for scrapping users and adding them from both public and private groups.
