Stair Motion Detection and Alarm System

I am looking for a skilled electronics or hardware engineer or developer to assist me in creating a Stair Motion Detection and Alarm System. The goal of this project is to design an instrument that detects motion on a staircase and issues an alarm if a person doesn't use the handrails while moving on the stairs.
