Sports Betting Predictor Software

I'm looking for a developer to build a sports betting predictor software.
The base of this software will be an algorithm so first of all I will need to "translate" my ideas (some principles based on observation) into maths.
Example:
if team A didn't win last home match -> +5% of chances to win next away match
if team B scored 7 goals in the last match -> -30% chances of scoring more goals than its average
if team C shot 13 times on goal in the last match -> +50% chances of scoring in the next match

So will need to scrap data from the following websites:
www.pinnacle.com
www.betfair.com
www.bet365.com
www.transfermarkt.com
www.sofascore.com
www.diretta.it
www.understat.com

Once we have the data we will need to understand the reliability of every parameter based on history, then will need to calculate averages, weighted form, series of results, incidence of every parameter, delays and come out with a single coefficient indicating how confident we are in that result in particular.

The idea is to publish this software on a cloud a sell a subscription to access the data.
