Speech space

Current software that any of the text to speech programs/apps do not provide timed space between words or the ability of the user to pause between listening to each word in a sentence.
Is it possible to add or find a text / speech software that provides a silent space between words that can be variable 'say' 0.2 - 2 seconds?
