Software development - online library with annotating and comment features

We would like to create a web software platform to store an online library containing HMRC guidance and manuals. The source data of the library is contained on this link: https://www.gov.uk/government/collections/hmrc-manuals
We wont need all the manuals contained on the link but only some of them. The manuals will be stored on the library in a folder structure that can be navigated through.
Users can search the library by keywords and once select an article, they can highlight or leave a comment. They should also be able to bookmark and add custom tags to the article.
They should also be able to download the articles in pdf or word format, with or without the highlights and comments.
As these articles on the website can change over time, we need a system where previous versions of the manuals are stored and can be retrieved.
The first user of the software will subscribe as admin and additional users can be added. These users should be able to see each others comments and highlights. This is a subscription based website so users will need to subscribe to access the full features.
