Software design and development

I am looking to develop a software for automating GST compliances for my clients. The software should be able to interact and source data from multiple sources, such as gst.gov.in, ewaybill.nic.in, etc and should be able to store the data so sourced.
The software should also be prepared to accept client data, and then compare both sets of data with option to take specific actions.
