Signature-Required Invoice Generator Development

I'm looking for an experienced software developer who can build a system to generate PDF invoices that require signatures. The key features I require are:
able to run on a tablet so web or app or your idea
able to enter information and generate the terms and conditions of a term so the client will need to sign it for me to start working. I then need another signature saying they are 100% happy with the work. and a statement that says they paid and put it together.
