Set defaults functions, Fix sms reminder & functions

Please read all carefully to save you time and also save my time. I already installed in a "sub.domain" a php script for a restaurant waiting list. Due to a bad coder here in freelancer who made a very bad job, I need to fix sms gateway and set/fix the following functions:
A). Set users and admins default native functions. Yes, the functions are native and are already created.
B). Need to Fix SMS reminder notification native function.
C). Need fix Super Admin active functions for admins and users.
D). Provide to the Super admin dashboard access to all the native functions.
Please note the following:
I am not a rookie on this, I have more than 20 years of experience and that's why the scope of work is very well explained to avoid confusions. Yes, I have knowledges in programming, but this time I need some help because my hands are full of jobs. Yes, more jobs available if this task complete satisfactory. This job have to be complete in no more of 5 business days.
