Salesforce - Create an apex class to send multiple emails without reaching the platform limits (once a month) -- 2

Hi,

I want to send ONCE a month an email to some contacts and I cannot do this with the usual flow ( numbers of contacts is higher than what a flow supports and number of iterations are exceeded). I need somebody to help me and write the logic of the flow within an APEX Class (this includes also writting the APEX Test Class) so I can use it and send the email based on my criteria and based on the recipients that I need.

Once I'll have the person I can provide all the criteria and details through a file. I need this done today or later on tomorrow. I know that this doesn't take that much but I am not familiar with APEX Classes.
