Roulette Betting Tool Development

I need a Windows-compatible tool for developing betting strategies on roulette. The primary function of this tool should be betting strategy development, and it must include a betting history tracker 12 numbers.
2 roulette races : 0 at right and 0 at left.
the number must be inserted in roulette table.
Choice if ball going Left or right.

1- analyser sector( 4 sectors)
2- analyser terminal
3- same number followed ex : 2-2 .( i will supply) and after that give the numbers to bet in roulette race (with option to add numbers to bet)
4- analyser alternating number ( i will supply) and show where to bet in roulette race( with option to add numbers to bet)
5- analyser last number (ex: if it came out 0, I will bet in terminal 0,2,5 need validated this before bet regarding tracker with the same number like in tracker but at red or green colour.
6- player at horses in race. ( given indication to play after came in 2 worses in the race)
