Risk assessment website software

Looking for a QUOTE/estimate for how much it will cost (approximately) to develop software/website tool that can run a risk assessment.
Essentially an excel spreadsheet but with more functionality and set up as an online tool which can integrate with other spreadsheets to pull info in automatically, create graphs depending on what is selected and generate reports.
Experience developing similar software and website tools.
Able to provide reviews of previous work done.
The project is to build a risk assessment tool - either website (plugins for Wordpress) or standalone tool.
Will be subscription based so those with can access.
Effectively based on an excel spreadsheet - the user will select from a checklist, data will auto populate from a background database/formula for the selections, and auto generate graphs and a report.
Would prefer a UK/Europe based freelancer if possible (optional but preferred)
