No Rise Certificate for Gabion Seawall

I'm planning to build a gabion basket seawall at the back of my lot on Mill Creek, primarily for erosion control. However, I need a No Rise Certificate to proceed with the permitting process.

Key Requirements:
- Evaluate the need for and obtain a No Rise Certificate
- Possibly conduct a site survey (I have not done this yet)
- Provide guidance on seawall construction and permitting requirements

Ideal Skills and Experience:
- Expertise in coastal engineering and erosion control
- Experience in obtaining No Rise Certificates
- Capable of conducting site surveys
- Knowledgeable in gabion basket seawall construction
- Familiar with local permitting process and requirements.
