Reconfigure PDF from Explorer to Edge/Chrome

I have a series of PDFs that can only be opened with Internet Explorer. The forms are very old and are not compatible with Edge or Chrome. To open the PDF I need to cut and paste the link into Explorer. I have attached error message, the document settings and one of the original PDFs. These PDFs are used on our organisation's intranet site to be used for staff for requests.These PDFs have calculators embedded in the forms.
