Radiometric image converter application

Unfortunately, I am having to repost this project due to the on-going conflict in Ukraine and now require a developer to pick this project up.
I am looking for an image processing expert to carry on developing a Windows-based application, that converts one type of radiometric image (thermal image data) to another format, so it can be read by different software from another developer. We already have a beta version and full source code available, but require a new developer to carry on with this project, to provide support and add new features.

Ideally looking for someone based in the UK or EU regions.
