Progressive Web Application for Options Trading

I am looking to develop a Progressive Web Application (PWA) to support options traders that are interested in taking advantage of the effects of company earnings announcement on options pricing. I need this app to be equipped with both real-time and historical market data, trading charts and analysis tools and an option trading simulator. It needs to have a modern design and I am willing to have a budget of more than $5000. With this project, I expect a great user experience, with a reliable application, which would be compatible with various devices and platforms. I am also open to suggestions for making the experience even better.
