Program for image recognition taken from usb camera for packaging upgrade

I'm looking for someone to program an image recognition tool that can be taken from a USB camera for a packaging upgrade. I'd like for the program to be written in C# and I have specific requirements and features that should be included. The main goal of the image recognition is to identify objects from files (every file have EAN code included in the name of the file) we need to print labels for specific product. It should have the ability to detect defects as well as classify images for printing. I'm looking for someone with expertise that can create an efficient program that meets my needs.
