Private Search Tool For An Award Air Fare Travel for an agency

Hello,
I am looking for someone who could build a desktop application which searches for an airline award tickets(phase 1) If I will like your work, I will will award you with an additional features.
So what is needed for now:
A search tool that user can input his travel dates(with flexibility), departure city, destination city, number of passengers, and class of service (eco, prem eco, business, first)
The tool must have a sorting logic when displaying the results: shortest possible, cheapest possible, only business/first, nonstop only, 1-stop or less, 2-stops or less.
for example
LAX - LHR - LAX 15th June - 28th June, 1 person, flexible
also, not only the software should search LAX-LHR route, but any route from USA to LHR and then add domestic published via google flights API on top of price.
let's say you get $3000 from LAX, but from DEN price is $2600 + domestic $280. So it should display all possible combinations.
The pricing will depend on how much each mileage program costs, and has to update dynamically depending on what price I set for each mileage program.

I will provide you with the list of mileage programs my agency currently uses.
the tool is planned to use by multiple people, so you also have to figure out how not get blocked by airline website anti-crawl bots.
As I said for now I only need award and UA upgrade search included, later I will need SABRE gds fares as well, I will give you the details.
