Platform for creating an auditing solution for external clients (computer & tablet use)

Looking for a platform similar to Quickbase, Helix etc. that can be used to develop a software solution for external auditing of 3rd parties/clients.
Main requirements:
A system that allows for a small library of audit templates to be stored and selected for use as required. To be completed via a tablet (including the ability to add photos etc.). The ability to allocate the selected template to an external 3rd party (via user licenses??) - so they have access to their own secure area of the platform.
The ability for the 3rd party client to upload documents/evidence to the platform against the audit questions and for the documents to be stored in a file structure for easy access / review.
The ability to generation actions (for the 3rd party to complete) based the audit findings with the use of a red amber green (rag system) scoring system and suggested completion time frame.
The ability to assign those actions to an external party for completion - with tracking of completed/closed out actions (by the 3rd party users) visible through the platform.
An automated workflow process to take the completed audit output from the platform and embed it into a report template (perhaps based in powerpoint/word etc.) for presentation of the findings to the client.
Taking some of the functionality from the likes of IAuditor (for completing audit templates) and perhaps the document request/uploading from the likes of Achilles (they use it for contractor approval).
