Outlook email redirection

I would like to create a set of rules in Outlook to redirect incoming messages with specific strings in their subject lines. These messages would be sent to unique new recipients.
I could do this one message at a time using single rules, but I would like to create many rules simultaneously to redirect 1000 incoming messages to 1000 unique recipients.
We have a spreadsheet with one subject string and one email address per row that can be used to create the Outlook rules.
After searching through online Microsoft forums, I am 95% sure that something like this could be coded using VBA. Can someone do this?
