OHIP Health Card Validation

I am looking for a developer to create an OHIP health card validation system. The purpose of this system will be to verify health cards issued by OHIP, and it will be used by clinics. The system needs to be a standalone system, not integrated with any other systems or databases such as Electronic Health Records or a billing system. Developer should have experience creating similar systems in the past. This Validation result will be used by our system that we are currently building.
