Need user accounts integrate with website payment platforms

Hello!
Our business allocates "points" to people when they spend money on certain websites.
We need to let the user enter their member number or login to their account when they spend money on an external website.
We need to build the functionality that will let us integrate into other websites when they are taking payments and allow for this to happen.
To do this, we need to build some software or plugin or API that will work on most major payment/website platforms.
I understand this will need to be different across the various platforms and open to discussion of what the build will take.
