Localize ASP.NET

I have a webAPP is asp.net webforms and is composed about 20 pages, i will like to localize into spanish and english, the language will be by selecting english icon or spanish icon.
Logic is perfect, should not change logic of the app, the app is composed of js, html, datagridviews and datatables, sql server db, on every page load the code should load the correct language.
The selected coder will meet with me and show the skills, perform a sample project of 1 page and if selected will work for this app.
Estimate time is about 50 hours of work.
