Integrate Adobe PDF tools into Laravel SaaS Platform, not broker or agency

Hello, I'm looking to integrate Adobe PDF tools such as the measurement and annotation features into my SaaS platform. This is for measuring and marking-up construction drawings.
I want that user can add the pdf file of any of the construction and show the adobe features where they can markup polygon areas and adobe measures the accurate area after that it should save in db.
