High risk payment gateway

I am looking for a freelancer to help me build a high-risk payment gateway. This gateway will need to facilitate credit and debit card payments, however, I do not have any existing software for risk management in place. Therefore, to ensure the security of my customers’ data, the gateway must use SSL encryption. I need a gateway where there is no option for refund or hold. The development of this payment gateway should take into consideration the latest technologies and security measures in order to protect customer data and information.
