Full web and mobile app (the web ui is ready and needs some refactoring)

Hello World! I'm looking for a freelancer to help me with developing a full web and mobile apps(POC), with an existing web UI in need of some refactoring. My app will be primarily for fintech purposes. I have a general idea of the design and layout, but I will leave it to the freelancer to come up with creative solutions. Above all, I need the app to consume an api and generate a csv file, as this is essential to its purpose. Additionally, user auth and chat.
