Freight forwarding software

I have in my mind a freight forwarding software that I want to do to replace our existing systems, and am looking for a capable team to work closely with to design and implement it. Preferably if we can work through to get the software requirement specification (SRS) document done first, then determine what front and backend to use before actual coding starts.
The system is basically an ERP system that is interactive, and covers all aspects of HR, Operations, Accounting & Finance of a freight forwarding company. We can then extend to CRM, WMS, Fleet Management.
Briefly, the system will be used by:
1. Customers
a. Track shipment status
b. Track billings/payment
c. Upload and print documents necessary
d. As an online document archive
e. Check warehouse cargo (when WMS is available)
f. Rate staff/job satisfactory level
g. Reports
2. Staffs
a. Day to day operations
b. Reports

To better describe day to day operations, there is functionality for HR department, trucking team, customs brokerage team, customer service team, accounting, finance, tax personel. So we need to be able to design and generalize tasking system so we can apply to all departments. Have to go through in details for all these contents.
Centralized backend database, but can use multiple front type of front end, preferably web based if possible.
Will prefer a team that has experience doing freight forwarding software and ERP. This posting is for SRS document only, but will prefer bidder to be able to take up the implementation as well.
