I'm seeking a web developer to create a modern and sleek webpage which allows registered users and admins to upload financial reports in PDF. The uploaded PDFs will be converted into Excel sheets, and the converted Excel files will populate a pre-defined formula sheet.

Key Features:
- User Access: The webpage should have access permissions for Admin and registered users only.
- UI: A modern and sleek user interface is a must.
- Conversion: Any PDF to Excel conversion tool can be used, subject to my review and approval.
