File Renaming and Organization Script -- 2

We are looking for a script to rename files according to our guidelines. See attached for more details. The script needs to be able to handle thousands of file / terabytes of data easily, and be coded in a way that allows us to easily add/adjust new label rules in the future. It also needs a user-friendly error log to determine if expected files are missing and tell us what the missing files are.
