Facial recognition developer

Looking for a software developer to design a simple program that can search Security video footage and find matches to facial, body and gait footage. The AI needs to work from images where the subject is clear to match with poorer visual quality images. The cameras record to NDVR recording on both HK and DigitalWatchdog. I would need it to work on IOS and Windows.
