Desktop Application - CRM - Onboarding Software

Hi. I'm not sure where to start or if I can explain what I'm looking for properly as I'm not a techy, but here it goes, see if you can help. Accountancy company I work for (I'm in charge of sales) had a windows desktop program made for me, like a CRM but more.
I capture new client info using a word doc questionnaire which I email to clients > client fills and emails it back > I import questionnaire into the software > I choose/tick letters/forms to be prepared depending on services and they're populated from the info in the questionnaire > Letters/forms are populated either as word doc or pdf (depends) > I upload these to another software as pdf for client to sign (DocSafe, a lot of accountants use it) > client receives notification from DocSafe and sign where marked > once all info is in and forms are signed I transfer with one button the client from my software to the office accounting software called IRIS, so now the new client's details appear in IRIS and the office will take care of them. At times I want to import details of a current client into my software, for example they want to start a new company or something, I can use my software to import all their details from IRIS.
Looking at our server where the software resides, all I found is a mention of Devexpress used in a lot of files (and SQL I think), I know IRIS accountancy software don't have API, so the software uses mapping or something to link to IRIS.
I wanted someone to perhaps look into what we have and understand how the previous software engineer coded it, around 12 years ago, we lost touch, perhaps make small changes for now so we continue using the software. But ultimately rebuild a similar application going forward, web based, but must be able to transfer data to IRIS. I can go into more details with the right provider, perhaps provide you with remote access to see the current program, analyze and extract info, then provide a report, quote for this.
Note that this site is asking for a budget, we are open to suggestions as we don't have a clue. First task will be to investigate and understand what we have and how our current software works. Second job will be to build a whole new application for us. I have added £20-£250 but we're open to suggestions.
