Custom Discord Moderation Bot Development - Bot that moderates another bot.

I need a Discord moderation bot to help manage my server. The only function of the bot will be to monitor the activities of another bot and notify me if the other bot sends a message with a picture or with a specific keyword. Apparently public moderation bots ignore other bots, so I need a bot custom developed.
Key Requirements:
- The bot must monitor another bot
- The bot should monitor a single channel in the server.
- I will be providing the keywords that the bot should listen for.
- It would be good to have the bot also look for pictures sent, not only the keywords.
- I need to be notified somehow, inside Discord, when a picture is sent or when the keyword is said.
- I'd like the bot to be self hosted in our physical server .
Context:
I need to monitor a channel that has a bot that sends a lot of spam (it's pinging another thing we have going on a few times a day), and I don't want to keep being notified of the random pings. Whenever the bot is unsatisfied with the ping, it logs the problem sending a picture, with some keywords. I need to see the picture as soon as possible.
I use that spamming bot in a few different servers (five and counting), and I'd like to monitor it in all of the different servers, always in a single channel in each server.
I'm flexible with a few things here:
1. I could be notified in DM or I could set up a specific channel just for that;
2. I want to keep the monitored channel muted, but I could be notified there if the bot alerts me with my @username.
3. Ideally, in the future, It would be good to be able to change the person the bot notifies, so I could set a role for that.
