Create me a specific telegram bot + updates and maintenance

hello i will need a telegram bot made
quite specific, will need to be secure and safe against cheating
i will need future help for maintenance and updates so it will be ongoing business
will include games (specific ones if possible, or just built in ones will work), FAQs, Rules, a balance/payment processor, be able to track transactions/games/outcomes and will need to be able to calculate fees/payouts, will need support page, referral offers and bonuses and be able to keep track of individual codes and sort rewards accordingly, links to any socials/community/reviews, membership plans
at first I will need the basics, then we can add and tweak since i have alot of ideas to come from this one bot so it will be ongoing work for both of us.
this is a long term plan
