Create development spec for a site

Basically this is just a front-end for ChatGPT, and people can just put in their openapi key and have a chatgpt like site that works on their domain.

I want a similar script to be done in PHP + Mysql

PHP for the backend
Frontend in html + css
and backend user information in mysql

I want someone to write the entire development specs for this site

- The technology stack
- The db structure
- The wireframing
- The development cycle ,milestones, path

Basically dev documentation.
