Create Slack Bot in TypeScript -- 2

You will build a skeleton bot with a folder of actions and add every action that the bot will support. The actions are status of job, create a pr, create alert, etc. Bitbucket is used as the repo type. This should be a small working demo in Typescript. NOTE: You will also add security configurations later, as the details are still being worked out.

*You must work on my computer, as I have a template you should add to and yes environment ready*
