Create a Ether Mixing Smart Contract

Looking for someone to develop a web3 smart contract and accompanying web app that allows users to mix ETH to add privacy to their transactions. Users would use the contract to:
- Deposit Ether (ETH) into the contract.
- Choose a delay before the ETH is sent back to them.
- Choose the address which the 'mixed' ETH will be sent to.
The contract will also take a random fee between 1-2% ETH as a transaction fee.
