Creat software

I am looking for a software developer to create a program for desktop Windows. The main purpose of the software is to make a page of scanned text look like new text (see example). THIS IS NOT AN OCR JOB. This is image-only, NOT editable text. I am open to suggestions on the best programming language to use, but I do not have a preference.
