Build a software

I am looking to build a database-backed web software, that consists of a user data collection UI, and reporting dashboard. The software will be a number of modules, with a number of survey tools to be developed as part of the program. The survey tools will need to be AI-driven with an intelligent selection of the questions based on the initial need of the respondee, as well as the questions they are responding to.
